Medicare Health Insurance Counseling in

HICAP (Health Insurance Counseling and Advocacy Program) is a statewide, state and federally funded program for Medicare beneficiaries and their families.

HICAP provides information, counseling, and assistance to consumers regarding the Medicare program, supplemental (Medigap) insurance, managed health care plans, long term care insurance and other health insurance issues. All of these services are provided by highly trained, volunteer counselors who are certified by the California Department of Aging.

Appointments are scheduled in many HICAP counseling locations in San Francisco. You can arrange an appointment close to your home. Appointments generally last about an hour.

Become a HICAP Counselor After completing training and an internship, HICAP counselors agree to volunteer four hours a week at one counseling site. Training is generally 30 hours, followed by an internship that lasts until the trainee and Coordinator of Volunteers agree that the trainee is ready to counsel alone-- generally 20 hours.
